Category scale infers labels from data plotted on other scales

### Expected behavior

When I create a chart with multiple category scales and no `data.labels` or `scale.labels` property, each category scale should infer labels from the data plotted on that specific scale. It should not get labels from data plotted on other category scales.

In the reproduction example, the medications scale should infer "Medications" label and the encounters scale should infer "Encounters" label.

### Current behavior

The category scale infers labels from all datasets, including those that are plotted on other category scales. In the example, both category scales show "Encounters" and "Medications" labels.
