When horitzontal ticks are rotated 90 degrees, the tick labels do not align with the ticks.

### Expected behavior

The tick label should align with the ticks. (this did in v2).

### Current behavior

See the attached screenshot.

I tried various combinatinos of align and crossAlign, it just doesn't move the vertical alignment of the label to the axis.
