What process should exist for note taking?

Description
Engin has kindly volunteered to take notes the last couple of meetings. This was something that occurred to me when Brad asked this time around.
Things to consider as part of this question:
- Note taking during a meeting you are running is difficult
- Note taking is a skill that can be developed through practice
- Note taking is a lot of work
- It's easy for chores like note taking to fall to the same person over and over again
While asking for volunteers before a meeting is reasonable, I also think it might be useful to have a more formalized process, so the chair/person running the meeting doesn't have to worry as much about finding someone.
Some ideas:
- Have a dedicated note taker (and a back up if the primary notetaker happens to be running the meeting), or
- Establish a rotation of note takers such that it is not always the same person over and over again.
- This could be the entire TSC or just a subset of people on it that are willing to take notes
- The rotation could be firm, or if the next person on the rotation has to miss the meeting, they could stay at the front of the line for the following meeting
- The note taker for a meeting would be reminded they're expected to do so when the day for the next meeting is decided upon
- I would expect note takers would not need a reminder the day before/day of the meeting, but we'd still confirm they were doing it at the start of the meeting.
