How to get headers and page titles to play nice with imported content?

The imported content (so far just the governance pages) pull in content from markdown, but any top level headings in it cant really easily be extracted for use in things like custom header bars

Existing pages like https://chaoss.community/software/ seeem to essentially say the title twice. once from the page itself, and once from the imported markdown.

Thats not ideal.....

We should find a way to fix that

Start by tracing how the governance pages import markdown and how the existing software page renders its page title and imported top-level heading. Compare those two title sources and identify an approach for exposing one title to the custom header bar without rendering it twice. Done means imported pages have a single, correctly placed title.
