Add devcontainer to use codespaces as dev environment

Hi, I have been exploring codespaces to use this tool to quickly set up a development environment, I would like to contribute to the project by providing the base template of the devcontainer.json and a small guide on how it works. If you like the idea you can assign me this issue.
