Cleaning up the Grimoirelab Repositories and Documentation

Two issues I have noticed that prevent people from contributing or participating in Open Source projects are Outdated/Unclear documentation and slow response time to issues/PRs. From my ongoing assessment of the Grimoirelab project, we have an exhaustive list of open issues and PRs on our repositories.

This first phase would involve working with the engineering team on the following tasks:

- [ ] Responding/Closing/Triaging Issues
- [ ] Merging and Closing PRs
- [ ] Updating and improving the documentation
- [ ] Creating an Issue/PR Template
- [ ] Enabling GitHub Actions to automate tasks
- [ ] Create a simple step to install and get started with Grimoireab

Note: This is going to be a long task and multiple folks can contribute to this.
