UI fix to "Edit SDG Predictions" selection window

The user needs more info than just the SDG number to select the SDGs. We cannot assume they know the numbers and a big part of our tool is to help educate people about the SDGs.

Please ensure the SDG Number and Goal Name are both part of the drop down. If possible can we add a hover capability or something similar, so users can easily get to more information about an SDG. Specifically, the SDG Goal description and then maybe the full list and details about the targets and indicators.

Start by locating the code for the “Edit SDG Predictions” selection window and its current dropdown, then run the application to inspect the existing behavior. The work is done when each option shows both the SDG number and goal name, with any added information access matching the issue’s requested SDG description and details.
