Now that the docker build has been crystalized a bit the documentation needs to be updated. I am happy to take on this issue if someone points me on where I go to update https://oss-augur.readthedocs.io/en/main/docker/quick-start.html

Start with the Docker quick-start page at oss-augur.readthedocs.io/en/main/docker/quick-start.html and compare it with the current Docker build process. Locate the source file for that page, update the instructions to match the crystallized build, and confirm the documented quick start works.
