Secondary in general and process_ossf_dependency_metrics marked success but there is no data

On our instance we have had over 39000 successful secondary collections and marked process_ossf_dependency_metrics collection in the last 14 days which is our collection interval. With that, only 25736 have a repo_deps_scorecard with a data_collection_date within the last 14 days. These numbers already filter out achieved projects. Further investigation is needed to see why the process_ossf_dependency_metrics task is marked as "success" without the data being inserted
