first api key gets run down to 0 shortly before the keys reset

this is as we work through our backlog of secondary tasks, which are very API heavy - this key was not exhausted and stayed at around 40 queries left until all the keys were exhausted, and then it started showing up as 0. It may also be related to the timing (i.e. when keys are expired and within 15 min or so of the reset time)

this is very minor overall but wanted to file anyway
