The output is ""
However, in [specific](https://www.ecma-international.org/ecma-262/9.0/index.html#sec-%typedarray%.prototype.tolocalestring) :
"ValidateTypedArray is applied to the this value prior to evaluating the algorithm. "
So, a TypeError should be thrown.
