Bug Report: Development Environment Cannot Resume
After my development environment entered the Hibernated (Resumable) state, it can no longer be resumed or started.
The environment shows as Offline, and attempting to start it results in the following error:
Unable to create development environment
Startup failed: start instance failed: status=500, body=exit status 2
Cannot find device "fcc77139dbff"
RTNETLINK answers: Exchange full
From the environment status, it appears the workspace still exists and is marked as Hibernated (Resumable) with Never recycle enabled, so the project data should still be available. However, the platform is unable to reattach or restart the environment.
This appears to be an infrastructure or networking issue on the platform rather than a project-specific problem.
Task ID: 5a28b942-3538-410f-b861-fd9f4dfe9f4dfe9e4f
Please restore the existing environment or migrate its persistent workspace to a new development environment without data loss.

Research direction
No repository files, tests, or entry points are identified. Start by locating the development-environment hibernation and startup handling, then use the reported task ID and startup errors to investigate the failed device reattachment. Done means the existing environment resumes or its persistent workspace is migrated without data loss, with the renew action available.
