Research direction

Start by locating the Windows StreamServer implementation and the sleep()-based path mentioned in the issue. Read how StreamServer currently handles I/O and identify the platform boundary before comparing IOCP and RIO. Done means the Windows implementation no longer relies on the slow sleep()-based approach while preserving StreamServer behavior.
