Proviral upload into QAI fails

Description
We did not update QAI to support the proviral upload, so it is currently failing.
Possible solutions:
- Update QAI to support the upload. I found a branch where this was started here and merged master into it, but we would have to do some testing to make sure that everything works.
- Suspend the proviral upload into QAI for now. This is straightforward to do, we would just need to comment out this line.

Start in micall/monitor/update_qai.py at line 394 and inspect the referenced add_proviral branch in QAI. Determine whether QAI can support the proviral upload, then test the upload path; alternatively, verify the effect of suspending it by commenting out the referenced line.
