Add use_cephadm to all modules in the collection

There are modules in this collection that use cephadm ( cephadm shell) and other use only ceph client binaries . In this previous MR (https://github.com/ceph/ceph.automation/pull/40) you have added the `use_cephadm` toggle however this does not enable `cephadm shell` in all modules ( only few of them ) .

Review the modules in the collection and the changes from the previous MR at https://github.com/ceph/ceph.automation/pull/40. Identify modules that invoke cephadm shell versus ceph client binaries, then verify that use_cephadm controls cephadm usage consistently across all applicable modules.
