hardcoded cephadm use

Hi,

I saw that recently you made a commit that hardcodes ceph_crush_rule and ceph_crush_rule_info to always use cephadm. I was wondering if the plan going forward was to support only cephadm-managed Ceph cluster since I'm trying to use the collection in a Proxmox Ceph cluster that doesn't use it.
