debian packaging is outdated

Recent Debian and Ubuntu releases dropped py2 in favor of py3.

Current DEB packaging is building using py2 as follows:

Recent Debian/Ubuntu uses debhelper 12 or 13 and no longer required `debian/compat` (being the old debhelper way)

Start with debian/control and debian/rules, then run the packaging build and the reported lintian command on a current Debian or Ubuntu environment. Review the Python 3, debhelper, standards-version, changelog, and metadata findings against the issue. Done means the package builds with current tooling and the relevant reported packaging issues are resolved.
