common pv controller to regenerate omap data for both cephfs and rbd

Current [PV controller](https://github.com/ceph/ceph-csi/tree/devel/internal/controller) we have in cephcsi which works only for the rbd. we need to make it generic it will work for both cephfs and rbd.

This will be useful when we add the cephfs replication and also it will be useful for updating the metadata of the volumes (how useful will be explained when we open an issue for it)
