ceph::mds doesn't start service automatically on fc20 and centos7

While testing the recipe with test kitchen on these new targets, I found that attempts to mount cephfs don't work because the ceph-mds daemon isn't running.
Restarting the /etc/init.d/ceph service and trying the mount again worked.

Reproduce the issue with Test Kitchen on Fedora 20 and CentOS 7, then inspect the cookbook's service setup for ceph-mds and the /etc/init.d/ceph service. Confirm the daemon is running before attempting a CephFS mount, and verify that the mount succeeds without manually restarting the service on both targets.
