Migrate the trace pkg refactor to v0.38

There were some meaningful improvements to the trace package both in terms of simplicity and performance done here https://github.com/celestiaorg/celestia-core/pull/1437

However that PR became stale. We should create a new PR that migrates to v0.38.x-celestia.
