## Description
When a form is published, the "preview" page shows the link to EN and FR URLs.
However, when a form is closed it reverts to the "draft" preview rather
## Steps to reproduce
1. Go to a Published form
2. Click on Test/Preview (second icon in left-nav)
3. Go to Settings
4. Close form
5. Return to Test/Preview

## Expected behaviour
Same for all published forms regardless of if opened or closed
Consider stacking the published links and the closed page preview
