Error message for downloading responses appears in two places

## Steps to reproduce
1. Not sure if there's clear steps to reproduce a response-download error....I just tried to download my response and got an error?

## Expected behaviour
Ideally it would be in the one location, instead of duplicated on the same page.

Start by reproducing the response-download error in the staging environment described in the issue, using Chrome on macOS, then trace where the same error message is rendered twice on the page. Done means the error appears in one location rather than being duplicated.
