Noticing inconsistencies while toggling between English and French while form building

## Description
I'm noticing inconsistencies while toggling between English and French while form building: sometimes the EN input shows up in the FR input (when there should be nothing there), and vice versa.

## Steps to reproduce
NOTE: it doesn't happen 100% of the time, but I've been able to replicate the issue consistently a handful of times while building a form.
1. Go to the form builder
2. Create a question in EN
3. Toggle to FR
4. See error - the English shows up when there isn't a FR input

## Expected behaviour
The EN text shouldn't randomly pop into the FR text.
