## Description

Clicking "Load your answers" to resume a form is a destructive action if mid-way through filling it out.

## Steps to reproduce
1. Go to an end user form output with save progress ON
2. Fill out a few pages of answers
3. Click "Load your answers" instead of continue / submit
4. Try to go back

## Expected behaviour
- Expected a way to go back to be able to continue my form if this was not where I wanted to end up, not only "Start blank form"
- Expected "loading answers" could be similar to "submitting"
- Expected right-most button to be main CTA
- Expected a clear way back to the form in progress
- Expected answers to remain in place within the same browser session
