UI-API: Download form responses in multiple formats at once

### User Story
As a GC Forms client
I want to download form responses in more than one format at the same time (e.g. CSV and HTML)
So that I can use the same dataset across different workflows.

### Acceptance Criteria:
- [ ] Users are able to select more than one output format in a single download
- [ ] (Data sensitivity & risk) The implications of exporting the same data in multiple formats are considered

### Context
Following the research sessions on [response](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/364) and [attachment](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/366) downloads through the UI, users shared various use cases and associated needs to have one or multiple formats when they download the responses.
A [workshop](https://miro.com/app/board/uXjVJhJpoyo=/?moveToWidget=3458764650900225446&cot=14) with the product team identified a potential solution to this pain point: **Let users choose whether to include HTML files alongside the default CSV**.
