Implement download history

## Opportunity

Following the research sessions on [response](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/364) and [attachment](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/366) downloads through the UI, team‑based users expressed a need for greater transparency regarding who downloaded form responses and at what time. Providing this visibility would help prevent situations in which responses appear to be missing and users need to contact colleagues to determine who downloaded the data and where it was stored.

A [workshop](https://miro.com/app/board/uXjVJhJpoyo=/?moveToWidget=3458764650900225446&cot=14) with the product team identified a potential solution to this pain point: **providing visibility into the history of form downloads**. This would include information such as who downloaded the form responses, when the download occurred, how many responses were included, and any other relevant details that would help team members track downloads for the forms they collaborate on.
