Description

From incident: [2026-02-02-client-ip-detection-causing-hcaptcha-errors](https://docs.google.com/document/d/1fVSzj3jlPJmd9hcdIQYt1aePXlS6zP1WCp-_32R_hNc/edit?tab=t.0)

Some confusion about modification date on fail/error pages:

> I am using a form to collect RSVPs for an event. Several colleagues have told me that they have been unable to submit the form. They get an error message with **a modification date of 2026-01-20 showing that they should**: * disable a VPN * use a different browser * check that cookies aren't being blocked * try submitting again. Some colleagues got this message, then were able to submit again later, so this appears to be an intermittent problem. Is there any known workaround?
