Updates to ToU and other policy documentation

**Description**
We have a backlog of updates that need to be made to GC Forms policy documents (SLA, ToU, T&C).

**Acceptance Criteria:**
- [x] Necessary updates are identified (policy & content design)
- [x] Content changes are drafted (content design)
- [ ] Content changes are reviewed (policy)
- [ ] Content changes are bilingual
- [ ] Content changes are live

**Definition of Done**
Updated SLA, ToU, T&C are live in both official languages

**Associated research**
Research sessions on [attachment](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/366) downloads through the UI highlighted that:
- Users have a tendency to place full responsibility for detecting and handling malicious files on GC Forms.
- Not all users are aware of their department’s storage policies, which may affect how they manage downloaded files and attachments.
