Update IA for main navigations (UI Update)

In the design proposal, we are aiming to move some of the form building steps to the header. I would like to revisit the main navigation to see if we need to find new homes for items and what no longer applies.

If a full IA of all the navigations are needed to get an idea of this, that is ok! But the desired outcome is to inform the header component for authenticated and unauthenticated views in a web app.

This could end up being different than the proposed header all together!
This should be in collaboration with a developer

## Current state:

The current state is quite clean and simple - I don't want to lose that in the next iteration. It's best to see this card as a long term project
