Give users more visibility by displaying number, estimates and increments of the download

## Opportunity

Following the research sessions on [response](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/364) and [attachment](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/366) downloads through the UI, although users were generally understanding about longer download times when dealing with a high volume of submissions, they highlighted the need for clear and granular visibility into the download status. This would help them better plan their work, including knowing whether they can shift to another task while the download is in progress or whether they should wait for it to complete.

A [workshop](https://miro.com/app/board/uXjVJhJpoyo=/?moveToWidget=3458764650900225446&cot=14) with the product team identified a potential solution to this pain point: **clear and granular status of download**. This could be translated through an estimation correlated with the time of the first downloads, or other visualisation solutions.
- Display the incremental number of downloaded responses
- Display the time estimates for number of forms responses
- Display download status with different content for forms < and > 100 responses
