Advanced download settings

## Opportunity

Following the research sessions on [response](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/364) and [attachment](https://app.zenhub.com/workspaces/gcforms-60cb8929764d71000e481cab/issues/zh/366) downloads through the UI, users shared a need to avoid selecting the response format and download destination each time they start a download. Allowing these choices to be set once and saved as defaults (while still remaining adjustable in settings) would improve efficiency and reduce repetitive steps.

A [workshop](https://miro.com/app/board/uXjVJhJpoyo=/?moveToWidget=3458764650900225446&cot=14) with the product team identified a potential solution to this pain point: **advanced download settings**. This could be translated through:
- format choice
- location choice
- max size
- pick responses
- automations etc

## Prioritization
This opportunity was prioritized at a Nice to haves level (Low impact, Low effort) for the format choice and Rethink or defer (Low impact, High effort) for the other solutions by the product leads
