Branching does not zoom out to level that shows the whole form when importing a form file

## Description

When sharing a form file / template form, the branching view applied does not entirely show up in the viewport which appears to be the most zoomed out possible. This causes confusion for the grants form template we're creating / sharing via a template to import.

No source file or test is named. Start by importing the attached form file and opening its branching view, then inspect the branching-view entry point and reproduce the viewport's most-zoomed-out state. Done means the imported form's entire branching structure is visible without manual adjustment.
