Usability test the saving progress feature and "Submit" button among many buttons when saving is ON

We've heard some users get confused by the sticky footer and multiple buttons.

When on smaller viewports, the text of the primary buttons disappears (Continue or Submit)

When users don't see the main action, they might select "Load answers" which is a destructive action that means users will lose their inputs.
