Confusion about publishing data asks in pop-ups for data on form audience and use case

## Description

Raised by the Support team (Ramya) based on tickets:

> One liner information about “Ready for public use” and “Ready for internal use” while publishing the form - "Public use" refers to clients who are not government employees, while "Internal" applies to clients who are public servants.

This could be clarified and/or retought in terms of the categories we provide, why we're asking.

Also consider shifting this information to before the client clicks "Publish" to not add friction. If it's a requirement to publish, we might consider it should be in the list?

## Steps to reproduce
1. Meet all requirements/criteria to publish a draft form
2. Click on Publish
3. Fill out the two modals that pop up collecting more data
