### Goal:
Determine baseline for value of different mediums for forms.

#### **Null** hypothesis:
> Fillable PDF forms, as compared to web forms, are easy to fill out and take little time.

- [ ] Use the [Civic tech user research and testing (CURT) tool](https://docs.google.com/presentation/u/0/d/1dryO-fkSGyaaNtvNenYkKvPomcSu0eAmIanWNaDI0CI/edit) and/or [Service Canada Labs](https://docs.google.com/document/d/1yVl7XvZRrw4wRJs3U_xqXKmTG-8X3d_jEXEvRi9wvbs/edit?tab=t.0#heading=h.a9h0lssb6sce) to recruit end-users who fill out forms to test the research questions.
