GC UI: Update builder question elements

GC UI style update needed for Pages view under /Edit

Reasons:
- Question element cards are starting to look too much like a wireframe (in comparison to other parts of the app)
- Added complex question elements that need to be organized differently
- A lot of squares and strokes, making it hard to skim
- Opportunity to add primitives that can span all the cards
- New styles can be updates and logged in figma documentation
- Opportunity to add interactions to the cards to show and hide elements when needed
- Flyout menu needs to be retired and re-thought
