Using the panel "tree view" to navigate to specific questions within pages

## Description

From diary study:
> "It would be nice if I clicked (on question in Tree View), it brings up the question (on the Edit Page) -> versus the user scrolling to find the question"

## Steps to reproduce
1. Go to Form builder staging
2. Create a long form with a few pages and many questions
3. Try using the tree view to try to go to specific questions

## Expected behaviour
Using the right side panel "Pages" to navigate, expect a behaviour similar to a table of contents / sticky menu that follows and links content

We might also want to revisit when the panel stays open, as it seems to close every time you navigate elsewhere?
