Move the alert outside of the "Publish your form" checklist

## Redo alert styling in form builder

Not high priority (UI wish) - but if there is time, It would be great to move the alert outside of the checklist since it expands the whole widget

Start by locating the form-builder UI for the "Publish your form" checklist and its alert. Review how the alert is currently rendered, then move it outside the checklist so the widget no longer expands around it. Done means the alert is visibly separate while the checklist still works as before.
