bug: Side Nav and Top Nav components displaying small / desktop on preview and code builder

Both navigations are showing the mobile or reduced viewport versions on the preview and code builder sections.

In addition, there are some display and interaction issues with the code builder:
> When you click the "menu" button, it expands beneath the buttons for the code builder, hiding some of the component and content. When the code is hidden you can see some of the nav link but none when the code is expanded.

Open the Top Navigation and Side Navigation code-builder pages linked in the issue and reproduce the reduced-viewport display and the menu expansion behavior in preview and code builder. Done means both navigations show the intended desktop view at the relevant size, and the expanded or collapsed code builder leaves the component and navigation links visible and usable.
