[FEATURE] Allow stacks to be opted out from the SecurityAspect

The built in security aspect should be possible to opted out for stacks. It should support more granular configuration.

### Use Case

The cross-region deployment requires a stacks to be deployed in the additional regions. For those stacks the S3 bucket logging is not necessary.
