Description
per the conformance rule spreadsheet, under identifiers there is a rule ID, ID version, rule set, and related rules.
Currently, we do not have related rules in the rule files which represents a gap in information

This ticket involves 3 steps:
1. update schema to include related rules -- this may need to fall under the CORE section or under each Standard Rule Identifiers if standard specific
2. Rules will need to be updated for this schema change
3. if we so desire to report this--add a section in the rules report workbook, add logic to grab the related rules for each rule and put it on this workbook/section for json/xlsx in the report service
