Recommendation to drop rule type Domain Presence Check as covered by other expanded functionality

Recommendation to drop rule type Domain Presence Check as it only a subset of what is covered with other expanded functionality: discussed during the CORE Rules Office Hours meeting today.

I think the functionality offered with Domain & Dataset Operations, dataset_names and study_domains, can be used for this purpose and already facilitate inclusion with other rule types.
