Error in the last version - ”vpp-gauss requires nppc64_11.dll, not available on your system”

**Describe the bug**
When try to encode HEVC the error „vpp-gauss requires nppc64_11.dll , not available on your system.” (is the first time happening)

When try to encode HEVC

- gauss: vpp-gauss requires "nppc64_11.dll", not available on your system.
- Unsupported vpp filter type.
