Subtitles: Foreign Audio Scan for Forced Only Subtitles

I would like to see a "Foreign Audio Scan" feature implemented similar to the one that exists in Handbrake. The use case is as follows:

**First Subtitle Track** - Foreign Audio Scan (Forced Only) - Track set to "Enabled" & "Forced" by default

**Second Subtitle Track** - Full [x] Language Subtitle Track

This type of feature essentially creates a separate subtitle track with only the Forced Foreign Audio parts (i.e a scene where Russian is spoken), that is enabled by default AND doesn't have to be burned into the video stream.

Any additional subtitle tracks can be added and defaulted to off in the MKV header/flags.
