Add Maintainers Section on Ports Page

Add a section here:

for maintainers.
It would probably work best as a textbox where you can type maintainers name. Maybe have a dropdown below it with all the maintainers (pfp and name) and as you type it narrrows it down and you can either choose one from the dropdown but it will also work with just the text (as it does now just in a different box than the ports box).

Start at the Ports page shown in the issue and inspect the existing ports box and maintainer data. Add a separate maintainers section with text entry, narrowing suggestions showing each maintainer's profile picture and name, and support for either selecting a suggestion or retaining typed text.
