distribute ownership data

## Overview
Now that we are finishing up an initial pass at EIA-SEC record linkage, and have all of the ownership and basic 10k data extracted we are ready to begin distributing this data. To do this we need to ensure that our nightly builds will pull SEC data from GCS and add it to our AWS bucket. We will also need to ensure that there is metadata available to add the tables to our data dictionary.
