Investigate why the zug synch isn’t producing data

Background:
Bart suggested that the synch mechanism should handle the issue.
Jakub added logging and found that the zug synch mechanism was not producing the expected data.

Objective:
This ticket is created to investigate why the synch is not producing data and identify the resolution.

By synching mechanism we mean `handle_sync_request` and `handle_sync_response` in zug.rs
