Examine new chainspec and config settings looking for values which should be adjusted

We should look at all the recent chainspec and config setting which have been introduced since 1.4.x to see if any would benefit from being adjusted. Within reason we can test new settings via network testing done by SRE, but we should be able to justify why we'd want the adjustments (i.e. let's not just blindly trial-and-error)
