Should chars be encoded as [u8; 3] or [u8; 4]?

Description
A `char` can fit in a `[u8; 3]`, but rust chars are 32 bits. I feel like I might as well save the extra byte, but I wonder if there's any downside to doing so. I fell like there probably isn't.
