Add to Winget repository for us Windows users

**Describe the problem/challenge you have**
I would like the package to be installable via ``winget`` on Windows 10/11+

**Describe the solution you'd like**
On the install page [kapp install](https://carvel.dev/kapp/docs/v0.64.x/install/) have an option for installing on Windows

**Anything else you would like to add:**
My understanding is you need to build a winget package manifest and then register it with Microsoft. Since I don't have anything to do with Carvel, I'm not sure I could make the package :)

Start with the kapp install page for version 0.64.x and inspect how platform-specific installation options are documented. Research the Winget manifest and Microsoft registration requirements, then update the installation guidance so Windows 10/11 users can install kapp through Winget and verify the documented command works.
